Anna & Robert Fleming started their careers in disability at the former Kew Cottages. They were passionate about advocating for better care for people with disabilities from day 1 and that passion continues today.
Anna & Robert founded MSSA - the first disability and welfare labour hire agency in Australia.
ONCALL Personnel & Management is born out of Anna & Robert’s vision to improve the lives of people living with disabilities.
ONCALL grows to become a market leader in the community services sector and relocates the head office to Surrey Hills to cater for the growing ONCALL family.
ONCALL is awarded Australian Achiever Customer Service Awards recognising and rewarding the success of customer service delivery.
ONCALL Training College – ONCALL’s sister company and part of the ONCALL Group became a Registered Training Organisation (RTO) offering a range of specialised courses in disability training.
Purposed Housing Australia – ONCALL’s sister company and part of the ONCALL Group breaks ground on a new build to cater for people with severe disability.
Pemba Capital Partners enters into an agreement to acquire a majority interest in ONCALL Group Australia.
ONCALL has grown to be the market leader with specialised teams focusing on staffing solutions, child youth and family support, and a full suite of NDIS services and accommodation services. ONCALL employ over 1,500 employees in over 400 sites across metropolitan Melbourne.
Wendy’s been a part of the ONCALL team for almost 15 years. She’s grown with the company and she’s such a huge part of the business. She has regular input in the business and even holds sessions for new recruits coming into the organisation outlining what it means to be part of the ONCALL family.
We are a team of expert professionals with extensive sector knowledge and experience in a broad range of community care and support services including disability and welfare (child, youth and family). This ensures we understand and accommodate the needs of our clients, no matter how complex.

Anna’s career commenced at the former Kew Cottages in 1978 and progressed to work in Senior Management positions with both Government & Non-Government services.
She has worked in Disability Services for over 42 years and has a very broad range of experience spanning most levels and facets in the sector, from direct care and support, through to senior management and business directorship.
Anna founded and was Managing Director of both ONCALL 2005-2020 & MSSA 1993-1999 (the first disability and welfare labour hire agency in Australia). Anna has worked as a Specialist Consultant and Registered Nurse whilst completing further post graduate studies.
Anna has had extensive experience in Business Leadership Management and is a member of AICD.

Robert’s career commenced at the former Kew Cottages in 1978. He has over 42 years’ experience working in the Disability, Aged Care and Community Services sectors.
Robert is currently a Director of ONCALL Group Australia, a Co-founder of ONCALL and formerly ONCALL’s Administrator for 14+ years.
Robert's previous external positions held include - Manager, Disability Services DHS Southern Region, Co-founder of MSSA and State Manager of Home Care Services for Southern Cross Care (Vic). During his time at Southern Cross Care, Robert oversaw 10 offices statewide with more than 350 PPT & Casual staff providing services to a range of aged and disability services. Robert also managed three large Local Governments’ Aged & Disability (HACC) contracts.
Robert has significant experience in managing a wide range of Community Support Services within his career, and has extensive experience working within Quality Frameworks.
Robyn has been CEO of ONCALL since August 2010 after being General Manager from 2005.
Robyn has significant knowledge and experience in managing a diverse and complex, successful and growing business and worked with the Executive Team to achieve ongoing Full Quality Framework Accreditation since April 2012.
Robyn has over 42 years’ experience as a Registered Nurse, in senior management roles in Community Aged Care, Disability and Community Services.
Prior to ONCALL, Robyn was a Senior Manager in Community Aged and Disability Care with Southern Cross Care (Vic), managing a very large staff team in providing high quality services to both internal and major external (contract) clients. Robyn has a highly-developed insight and aptitude for managing conflict and achieving win-win solutions for all parties.

Toula is an experienced Executive Manager with a demonstrated history of over 24 years of working in Child Protection, Out of Home Care and Disability Services. She has performed a number of roles in government and non government organisations in areas including emergency Management, program evaluation, quality assurance and accommodation services.
Toula holds an Honour Degree focused in Psychology and Sociology from Monash University as well as a Diploma of Management and is trained and skilled in investigations.
